Recognition of foreign professional qualifications

In the recognition procedure the competent authority checks whether a foreign qualification is equivalent to a German reference occupation; the responsible body depends on the profession and federal state.

Some professions in Germany require an official recognition procedure for foreign professional qualifications. In this procedure, the competent authority compares your qualification with a German reference occupation and issues a notice with the result. Recognition can help you work with the same professional rights as a person with a German qualification. 123

Who needs this

  • You can apply for recognition if you want to work in Germany, have gained a state-recognised professional qualification abroad, and can provide a final certificate as evidence of your qualification. Residence in Germany and German citizenship are not required for the recognition procedure. 2
  • Recognition is essential for regulated professions. These are professions where certain activities are legally protected and where, in addition to the qualification, further requirements may apply for authorisation to practise. Examples include medical practitioners, teachers, and protected titles such as engineer. 13
  • In non-regulated professions, you can work without recognition, but recognition may still be useful. 3
  • For some foreign higher education qualifications in non-regulated professions, there is a separate procedure called the Statement of Comparability. 2

Step by step

  1. Find the reference occupation for your qualification. The Recognition Finder can help you identify the relevant occupation, the procedure, the competent authority, and a counselling centre. 124
  2. Use counselling before applying. Counselling provides key information about the procedure and can help you prepare your documents. It can also show whether financial support is possible. 123
  3. Apply to the competent authority. You can also apply from abroad. The responsible authority depends on the profession and work location. 23
  4. Submit the required documents. The recognition procedure compares your training with the German reference occupation and takes into account professional experience and other knowledge and skills. 12
  5. Wait for the notice. The competent authority confirms receipt of your application, may ask for further documents, and later sends the result in a notice. 12

Documents

  • You need documents that state the content and duration of your training. 12
  • A final certificate is normally required as proof of your professional qualification. 2
  • If documents are missing or incomplete, a compensation measure or a skills analysis may be possible under certain circumstances. 12
  • If you cannot present all necessary documents for reasons beyond your control, for example because of flight, the authority can suggest a qualification analysis (Qualifikationsanalyse). This may include a technical interview, a work sample, or practical work in a company. 1

Cost and time

  • The recognition procedure can cost several hundred euros. Exact costs depend on the profession. 123
  • Additional costs often arise for translations, certifications, compensation measures, refresher training, or qualification analysis. 123
  • Financial support may be available from the Federal Employment Agency, the federal government’s recognition grant, and support programmes in the federal states. 123
  • The recognition procedure normally takes three to four months. 12
  • For some procedures under the Skilled Immigration Act, employers can apply for an accelerated procedure for skilled workers from third countries; this is intended to shorten the recognition procedure to two months. 2
